    Synopsis
    In the last year, the Bureau of Industry and Security (BIS) announced multiple changes to the Export Administration Regulations (EAR) around some emerging technologies. Specifically, there were vast and complex changes in the areas of advanced computing, semiconductors, AI, and biotechnology. The changes include the modification or creation of new defined terms, new export control classification numbers (ECCNs), new license exceptions, modified reasons for control, and new foreign direct product rules. We’ll discuss what these changes are and how they affect export compliance programs at universities and research institutions overall. Join us for an interactive discussion that will include plenty of time for questions and answers.

    Jennifer Saak, PhD

    Bio: Jennifer Saak is the Founder and Managing Director of Traliance, a consulting firm that provides export controls services for research universities, research non-profits, and technology companies. She has over 25 years of experience in export controls compliance and scientific research. Her expertise is in applying the U.S. Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Office of Foreign Assets Control (OFAC) regulations. She has deep experience with export compliance management programs and operational processes, export controls training, export classifications, deemed exports, technology control plans, and license determination. Prior to forming Traliance, Jennifer served as a Technology Trade Compliance Leader for SABIC, a $50B global petrochemical company, and an Export Controls Black Belt and Product Development Engineer for GE Plastics. Jennifer earned a PhD in materials engineering from Northwestern University and a BS in materials engineering from Cornell University. More information can be found at www.traliance.com.

    Allen DiPalma, MBA

    Executive Director, Office of Research Security & Trade Compliance

    BioAllen A. DiPalma is the Executive Director of the Office of Research Security & Trade Compliance at the University of Pittsburgh. In this capacity, he is responsible for the export controls program, academic visitor guidelines, biological imports, drones, and management of Pitt’s developing plan to address federal research security requirements. Prior to being named to lead Pitt’s Office of Research Security & Trade Compliance in 2014, Allen directed Pitt’s sponsored project office for 10 years and also has prior experience working in Pitt’s medical school, financial accounting, and departmental administration. Allen is currently a Board member for the Council on Governmental Relations (COGR), member and past Chair of the Board for the Association of University Export Controls Officers (AUECO), and participant and past Steering Committee member for the Academic Security and Counter Exploitation Working Group (ASCE). Allen received a BS Degree in Business Administration from Oral Roberts University; an M.B.A from the University of Pittsburgh; is certified in the EAR and ITAR through the Export Controls Training Institute (ECTI); and is a 2020 graduate of the FBI Citizens Academy.
