About this session
This panel will integrate and broadly address the Department of Justice (DOJ) Bulk Transfer Rule and the National Institutes of Health (NIH) Biospecimen Rule. They will discuss the scope of each policy, what items are covered under each one, exclusions, practical scenarios and case studies, and similarities and differences between the two policies.

Nick Dabbs
Nick Dabbs has worked in academic research administration and compliance for five years. Currently, he serves as an Export Compliance Specialist at The Pennsylvania State University, where he supports the university’s export control and sanctions compliance program. Prior to joining Penn State, he served as Deputy Export Compliance Officer at the University of Illinois Urbana-Champaign.
Michael Vanderboom
Mike Vanderboom has worked in administrative law, academic research administration and compliance for the past 14 years. He is currently a Senior Export Control Officer at the University of Chicago, where he is responsible for maintaining and enforcing the University’s export control compliance program while also contributing to research security efforts. Mike is a graduate of Marquette University’s Les Aspin Program and the University of Wisconsin Law School.
Bob Roach
Currently, Bob Roach is Senior Export Compliance Officer at University of Illinois Urbana Champaign where he is responsible for leading the University’s export control and research security program.
Bob was as a senior advisor at Guidepost Solutions, LLC where he served on their National Security team, and developed compliance, risk management and monitoring programs for U.S. domestic and international organizations in a number of complex regulatory areas. As a consultant with Guidepost Solutions, LLC, served as an expert for the defense in U.S. v. Xiao, one of the "China Initiative" cases. Bob also served as the interim Research Compliance Officer at a university in Washington State.
Prior to joining Guidepost, Mr. Roach was the vice president, chief global compliance officer at New York University, the largest private university in the U.S., where he was responsible for establishing and leading compliance programs at three degree-granting campuses in New York, Abu Dhabi, and Shanghai and 11 additional global academic sites. Mr. Roach was also responsible for NYU’s Code of Ethical Conduct, and as part of these responsibilities he established and maintained NYU’s compliance hotlines and conducted internal investigations and monitoring globally, including investigations in the United States, the European Union, Africa, Middle East, and Asia. In addition, Bob established and administered NYU's global export control and research security program. Bob reported directly to NYU’s Audit and Compliance Committee of the Board of Trustees. While at NYU, Bob also served as Adjunct Professor of Business Ethics, NYU Stern Langone MBA program; Visiting Professor of Business Ethics at NYU Shanghai and Visiting Professor at NYU Abu Dhabi where he taught risk management in the Engineering Division.
Prior to NYU, Mr. Roach worked for more than 20 years in the public sector as the Chief of Staff at the New York City Department of Investigations, Assistant District Attorney at the New York County District Attorney’s Office, and Section Chief of the New York Attorney General’s Office Antitrust Bureau, where his primary responsibilities included conducting investigations and prosecutions involving public corruption, white collar and organized crime. For his work in complex, multi-agency investigations, Mr. Roach received a number public service awards, including the U.S. Department of Justice Award for Public Service for outstanding performance in a major investigation; the Federal Bureau of Investigation Award for outstanding performance in a joint investigation; and U.S. Attorney Eastern District of New York Award for outstanding performance in a joint investigation and prosecution. Mr. Roach also received New York City’s Sheldon Oliensis Ethics in City Government Award for outstanding effort in promoting integrity in New York City government.
Mr. Roach has also been key participant and lecturer for more than 20 years at the Society for Corporate Compliance and Ethic’s (SCCE) annual Higher Education Compliance Conference, SCCE Regional Compliance Conferences and the Healthcare Compliance Association (HCCA) Research Compliance Conference.
