Two export‑control practitioners who have each served at multiple universities will sit down for a candid, practical conversation about what their time on the academic “merry‑go‑round” reveals: every institution does this work differently, no one has it fully figured out, and effective programs can take many forms as long as regulatory expectations remain the north star.

Terrence Rusch
Terrence Rusch is the current Research Security Administrator/Deputy Export Control Officer for Stony Brook University (SUNY). With over 10 years of experience in higher ed at both private and public institutions, Terrence has been exposed to most facets of academic export compliance matters (and now foreign influence) that R-01’s regularly faces. Deemed exports, sanctions, licensing, TCPs, visitor/shipping/travel reviews, and plenty of governance-level program building are all on Terrence’s CV at this point. Prior to academia he was involved in IATA/DG compliance in the international logistics industry. Terrence is a dedicated supporter of Arsenal Football Club in the English Premier League and loves bike-riding and hiking.
Josef Mejido
Josef is currently the Director of Export Controls at the University of Washington. Previously, he served as the Export Control Officer at the University of Rochester. Prior to export compliance, Josef was a research biologist at the National Institutes of Health (NIH), and a research fellow in the center for Biologics Evaluation and Research (CBER) at the Food and Drug Administration (FDA).
