RISC: Building Capacity for Small and Mid-Sized University Research Security Programs

About this session

This presentation will describe the NSF funded RISC award to build capacity and expertise in small to mid-sized universities’ research security office. The goal of the RISC award is to help smaller schools, who may be under-resourced, develop effective strategies to address the wide array of research security compliance matters. UMBC leads a consortium of several smaller schools in Maryland and Delaware, specifically Historically Black Colleges and Universities (HBCUs), and Minority Serving Institutions (MSIs) on the RISC award. We will discuss the issues facing universities with small research portfolios and identifying relevant federal policies and how to prioritize those efforts. We will also discuss some of the deliverables that are being developed under this award and the goals of this five year award.

Paul Maric

Paul Maric currently serves as the Research Security and Integrity Manager for the University of Maryland, Baltimore County (UMBC), to safeguard university IP and ensure compliance with university policy, state law and federal law for the Carnegie R1 Institution. 

Previously, Maric worked in the federal government. For three years Maric served as a Counterintelligence Officer for the U.S. Department of Energy, assigned to DOE HQ and the National Energy Technology Laboratory (NETL). 

Maric served as a Special Agent in the FBI, a 21-year career serving in leadership roles at FBIHQ (in Counterintelligence and International Operations) and at FBI Baltimore Division. Maric served as the Section Chief (Acting) for the International Operations Division managing operations in the Americas, Mutual Legal Assistance Treaty (MLAT) Unit, and FVEYs (Five Eyes) Unit. As the MLAT Unit Chief, Maric supervised all foreign law enforcement requests for evidence or investigative activity in the U.S. 

At FBI Baltimore Division, Maric was the Supervisory Special Agent for the counterespionage squad, managing multiple successful investigations to conviction, including Hal Martin, Nghia Pho, and Daniel Hale. He also served as the Acting Assistant Special Agent in Charge (ASAC) of all Counterintelligence and Cyber Programs. 

Maric served as a Senior FBI Detailee at CIA (Central Intelligence Agency) and as the Senior FBI Detailee at NSA (National Security Agency). Maric was the Unit Chief over Russian Counterintelligence matters and received two awards from the Office of the Director of National Intelligence (ODNI). Maric served in the Counterespionage Section, specializing in Economic Espionage cases for which one of his cases was made into a 2015 U.S. Intelligence Community produced short movie, The Company Man. 

Maric was first assigned to the Washington Field Office investigating espionage matters.  Maric was a recipient of the FBI Director’s Award for Outstanding Counterintelligence Investigation (2010) for his work on the Walter Kendall Myers Cuban espionage   case. The first investigation Maric worked on was the case of Brian Regan, convicted of attempted espionage and unlawful gathering of defense information, for which he received a life sentence. 

Before joining the FBI, Maric was an Assistant Prosecuting Attorney in Ohio (Summit County, Akron).  Maric handled felony criminal trials and appeals, including three cases in the Ohio Supreme Court. Maric also worked as a Judicial Attorney for the Ninth District Court of Appeals.  

Maric earned a J.D. at The University of Toledo College of Law, and a B.A. in Political Science and History at Miami University (Ohio).
