About this course


The course is interactive and will cover the ITAR, EAR and OFAC as they apply to research and academic institutions. Topics range from basic definitions in the ITAR and EAR to the fundamentals of exemptions and exceptions, as well as comprehensive sanctions and embargoes. Participants will learn the process of identifying regulatory jurisdiction and commodity classification utilizing case study examples to elaborate export control concepts and principles. Participants will engage with the presenters in group and independent activities meant to enhance basic understanding and application of t he concepts discussed. This is an introductory course meant to immerse individuals at research and academic institutions new to their role in export control compliance (Maximum 3 years experience).

Kathryn Klokker

Kathryn serves as Director of Research Security & Export Control at Indiana University (IU) within the Research Security Office. Before joining IU, she worked at the U.S. Department of State's Directorate of Defense Trade Controls as a Commodity Jurisdiction (CJ) Analyst, where her work included processing CJ requests, developing regulatory policy for the U.S. Munitions List, supporting rulemaking efforts, and drafting advisory opinions. She began her career in export compliance at the University of Arizona as an Export Control Analyst. She is licensed to practice law in Texas and Washington, D.C.

Jordan Strayer

Jordan Strayer joined AUECO in 2019 while working for the University of Maine as an Assistant Export Control Officer. Afterwards, he worked at The Ohio State University as an Export Control Officer and the University of Missouri System as a Research Security Officer and Associate Director for Research Security Compliance. Now, Jordan is the Export Control Director at Carnegie Mellon University. Before joining AUECO, Jordan was a research assistant for Governor Jay Inslee's Trade Policy Advisor and at the Social Science Center of Berlin (WZB) under Professor Michael Zürn's Global Governance research unit. He holds two master's degrees.

Sylvia Garcia

Sylvia is a Senior Specialist on Northwestern University's Export Controls and International Compliance team, where she helps researchers navigate regulatory requirements for international research activities and research security. She brings experience in higher education, law, and public policy through her role at Northwestern's ATLAS Lab and as a lawyer and advisor to the Colombian government on matters including international law, investor-state arbitration, and foreign investment facilitation. She holds an LL.M. from Columbia Law School and has been admitted to the New York Bar since 2013.
