About this course


This course will provide a comprehensive examination of current issues, risks, and best practices in research security and export controls. Participants will review key regulatory developments and foundational concepts, including deemed exports, the fundamental research exclusion, Controlled Unclassified Information (CUI), and the protection of export-controlled information. The workshop also addresses information security and operational risk management through discussions on visitor oversight, personnel screening, travel security, and remote work considerations. Attendees will explore practical tools for risk mitigation, including Technology Control Plans (TCPs), research security risk management strategies, institutional policies, and contractual compliance requirements. The program concludes with a focus on effective communication and stakeholder engagement, highlighting strategies for collaborating with faculty, researchers, administrators, and external partners to promote compliance, strengthen security awareness, and foster a sustainable culture of shared responsibility for protecting research and institutional assets.

Marsha Daerda

Marsha Daerda is the International Compliance Officer for Moffitt Cancer Center with oversight for the export control and foreign influence program. Marsha is a seasoned export control officer, with over 12 years of experience as an Empowered Official. Prior to her role at Moffitt, she served as the Associate Director for Research Integrity, Security, and Compliance at the University of Florida for eight years. Marsha began her career in Research Administration at Florida State University, her Alma Mata, where she provided support for pre and post award activities for the College of Education. She previously served on the AUECO Board of Directors as the Outreach Chair.

Jessica Buchanan

Jessica (Jessie) Buchanan is the Senior Director of Research Security and Export Compliance at the University of Pennsylvania (Penn). She has overall responsibility for implementing and overseeing Penn’s Research Security Program, as well as managing the University’s export compliance program. She is an empowered official for the University. Prior to joining Penn in 2014, Jessie was an active researcher and medical science writer and editor. Jessie holds a doctorate in Psychology, Program in Behavioral Neuroscience, from the University of Delaware and completed her postdoctoral work in Psychoneuroimmunology at the University of Illinois at Urbana-Champaign.


Patrick Briscoe

Pat is currently the Associate Director, Export Controls and Research Security at the University of Minnesota
and has been dealing with trade controls in law firms, the defense industry, and academia since SpongeBob SquarePants first aired. His work over the years has involved the usual assortment of commodities and technologies, including armored vehicles, icky little worms, satellites, violins, uranium-233, herpes, and pages from Sir Arthur Conan Doyle’s handwritten manuscript of The Hound of the Baskervilles. At the University of Minnesota since 2013, Pat currently micromanages the Export Controls and Research Security program. He has a B.A. in English and History from the University of New Mexico, a J.D. from the Georgetown University Law School,  and a near mint copy of Moon Knight #1.


Elizabeth Peloso

Elizabeth (Missy) Peloso is the Sr. Associate Vice President/ Vice Provost for Research at the University of Pennsylvania. She has oversight responsibility for the export compliance and research security program, pre-award activities related to federally and non-profit sponsored research, post-award activities for all sponsored projects, academic material transfer agreements, research reporting, and costing. Additionally, she served as a Principal Investigator on the NSF Research Security Training Module 3, Managing Risk and will be on the leadership team implementing the coming Research Security Program requirements at Penn.


Missy is a board member of COGR , serving on the Research Security and Intellectual Property Committee. She is a past chair and current member of AUECO, served on the National Academies Confucius Institute Study, serves as a co ­Chair of the FDP contracts subcommittee, .and is a current NCURA Peer Reviewer. Missy is a graduate of Duke University, holds a Masters in Biomedical Engineering from Carnegie-Mellon University, and an MBA from the University of Delaware.

John Telerico, III

John serves as the Assistant Vice President for Research Security and Chief Research Security Officer with over 15 years of experience in export controls, sanctions, research security, and industrial security laws and regulations. John’s responsibilities include strategic management of the overall research security program, which encompasses developing and maintaining policies and procedures, training/education, compliance and oversight, and coordinating with government agencies as required. Prior to the AVP appointment, John served as Director of the Office of Export and Secure Research Compliance and Facility Security Officer beginning in 2019 after serving as a Program Manager and Deputy Facility Security Officer from 2009- 2019. Prior to 2009, John spent 3 years as a Licensing Associate for Virginia Tech Intellectual Properties, Inc. and responsible for protecting, marketing, licensing, and working with outside entities to commercialize technologies developed at Virginia Tech. John is a 2006 graduate of the Virginia Tech MBA program and holds a BS degree in Electrical Engineering from Virginia Tech.

Kate Stoan

Kate Stoan is Assistant Vice President of Research Security & Export Controls at Purdue University, where she leads the university's strategy for research security, export controls, and sanctions compliance. She works across academic, research, and administrative units to strengthen institutional resilience, protect critical research, and enable secure international collaboration while navigating an increasingly complex national security and regulatory landscape.

Prior to Purdue, Kate held research security and export compliance roles at The Ohio State University and the University of Missouri System, where she supported and developed enterprise-wide compliance programs protecting federally funded research and strategic partnerships. Her expertise includes export controls, sanctions, research security, risk assessment, and the implementation of evolving federal requirements.

Kate is actively involved with the BIG 10 Research Security Working Group, the Central Midwest Research Security Forum, the Association of University Export Control Officers, and the Research Security Subcommittee of the Federal Demonstration Partnership. She has served on FBI National Citizens Academy Alumni Association and FBI Cincinnati Citizens Academy Alumni Association Boards of Directors, supporting collaboration between the FBI and communities across the country. Kate is recognized for translating complex regulatory and national security issues into practical strategies that enable research while safeguarding institutional and national interests.

Allen DiPalma

Allen A. DiPalma is the Executive Director of the Office of Research Security & Trade Compliance at the University of Pittsburgh and the Deputy Director of the NSF funded SECURE Analytics Program. As Executive Director, he is responsible for the export controls program, academic visitor policy, drones policy, and management of Pitt’s developing plan to address federal research security requirements. Prior to being named to lead Pitt’s Office of Research Security & Trade Compliance in 2014, Mr. DiPalma directed Pitt’s sponsored project office for 10 years and also has prior experience working in Pitt’s medical school, financial accounting, and departmental administration. As Deputy Director of the SECURE Analytics Program, he is responsible for customer onboarding and outreach as well as other program development and community engagement activities.

Allen currently serves as a member of the Research Security and Intellectual Property (RSIP) Committee for the Council on Governmental Relations (COGR), an Export Controls & Research Security Traveling Faculty member for the National Council of University Research Administrators (NCURA), a U.S. Department of State Biosecurity Engagement Program Research Security Subject Matter Expert, and the Academic Security and Counter Exploitation Conference Chair (2027). Allen previously served as the Chair of the Board for the Association of University Export Controls Officers (AUECO), and a member of the Board of Directors for the Council on Governmental Relations (COGR).

Allen received a B.S. Degree in Business Administration from Oral Roberts University; an M.B.A from the University of Pittsburgh; is certified in the EAR and ITAR through the Export Controls Training Institute (ECTI); and is a 2020 graduate of the FBI Citizens Academy.
